Although approval of the budget is the headlining item on tonight’s agenda for the Ridgecrest City Council (see related story, this page), the council will also consider an ordinance on a zone change, a discussion of the Kern Region Energy Action Plan and presentation of awards to Employees of the Month.

The budget update, to be presented by Finance Director Rachelle McQuiston and City Manager Dennis Speer, is broken down into action items relating to adoption and approval of year-end transfers.

The proposed zoning change will amend the zoning ordinances defining family to two or more persons related by blood, marriage or legal adoption, or a group not to exceed six persons living together as a single housekeeping unit.

The item, presented by City Planner Matthew Alexander, will require two actions — one to waive reading in full, the other to introduce and call for a vote.

Linda Urata, regional planner for Kern Council of Governments, will present the energy action plan. The plan provides the framework for planning an implementing energy-efficiency strategies for municipalities.

Mayor Dan Clark will present May and June Employee of the Month awards to Cathy Loren of Public Employees Association of Ridgecrest and Frances Simpson, a Police and Citizens Together volunteer.

The consent calendar includes acceptance of the energy plan, approval of an agreement to provide the local school district with a school resource officer and acceptance of two traffic safety grants.

The council will meet at 6 p.m. in City Council Chambers.

The public is invited to attend. Proceedings will be broadcast live on Mediacom channels 6 and 41, as well as streamed at www.justin (search Ridgecrest). A digital recording will be uploaded at
