Fisher recently frocked the men during a special ceremony held at VX-9 at the Naval Air Weapons Station China Lake. It is a Navy tradition for an authorized selectee to assume the title and wear the uniform of the next rank prior to formal promotion. Frocked sailors are assigned greater responsibility and authority commensurate with that next rank.
